Recently Proxies which I am using , it increases the views but after some time , it getting declining. So , i am asking that if i will buy server proxy tool , then this views declining issue be fixed or not

First, specify which service you are using. We are not fortunetellers. On YouTube, the range of viewers changes every 5 minutes and it doesn't always depend on the proxy.

The program does only exclusively promotion by viewers on broadcast promoting in the home and world region. More than 200-300 spectators is now impossible to do at the moment. This topic has already been discussed many times. I don't quite understand your question about wide coverage.
